This covers:
• Identification of suitable candidates in response to a Restricted Tender (RT) issued by the Agency;
• Pre-screening of candidates for verifying compliance with
[Organisatie 1]
requirements for the position, including education, relevant work experience as well as
[Organisatie 1]
security and safety specific aspects;
• Providing the potential candidates with all necessary information to reach an agreement on pre-employment contract, including local labour legislation, employment conditions, work order specific aspects and specific characteristics of the position;
• Preparing and issuing in line with
[Organisatie 1]
deadline related documentation in response to
[Organisatie 1]
RT;
• Taking care of all necessary steps from Contractor side regarding short-listing, interview, finalisation and conclusion of employment contract with
[Organisatie 1]
selected candidate and take up duty.
The following requirements apply to the recruitment of Contractor personnel for manpower assignment support (including temporary replacement of incumbents). The Contractor shall:
R. 82 Carry-out systematic pre-screening of proposed candidates including check of education certificate/diploma, security compliance with
[Organisatie 1]
requirements.
R. 83 Carry-out the check of potential conflicts of interest and duly notify
[Organisatie 1]
.
R. 84 Inform the candidate about the employment conditions, national labour law, working conditions at
[Organisatie 1]
and about the organisational entity asking for the support as well as specific aspects of the position.
R. 85 Ensure pre-agreement by proposed candidate of the draft employment contract (pre-contract) and working conditions.
The pre-agreement shall be made with reference to the corresponding RT and shall include a an original dated signature from the candidate stating that he/she agrees to draft employment contract and to be exclusively proposed by the Contractor concerned for the given position. In his proposal to the Agency the Contractor shall explicitly confirm that the candidate has accepted the pre-Contract for the given RT, and shall include the date of signature of the above agreement.
R. 86 Prepare and issue in line with
[Organisatie 1]
deadline, a proposal in response to
[Organisatie 1]
's RT that explicitly identifies any non-compliances with respect to
[Organisatie 1]
requirements. For this purpose the Contractor shall:
- Use and duly fill-in the
[Organisatie 1]
standard proposal form and CV as per 3.3.1.1
- Complement this form by letter of motivation from the candidate to the Contractor that includes demonstration of this understanding of the position, copy of credentials and additional information about the candidate’s working experience, etc.
- Ensure the completeness and correctness of CV and of additional information of candidate proposal form as per 3.3.1.1.
- Ensure the quality of CV and compliance of the qualification, education and experience with the requirements of the position as specified by
[Organisatie 1]
, and confirm explicitly the compliance with
[Organisatie 1]
requirements by filling the dedicated fields of the candidate proposal form.
- Verify the compliance of the candidate with respect to the specific requirements of the position as defined in the RT and the present SOW
R. 87 Ensure smooth implementation of all necessary steps of the recruitment process including facilitating the interview logistics for proposed candidate(s) if short-listed by the Agemcy, finalisation and conclusion of employment contract for selected candidates, up to take-up-duty as relevant.
In this respect the Contractor shall inform the Agency of the Take Up Duty (TUD) of new Contractor personnel as soon as it is know to him, and shall be responsible for proper registration of his personnel on the
[Organisatie 1]
site.
R. 88 In case the candidate has been selected by the Agency, the Contractor shall inform the Agency as soon as possible of the acceptance of the candidate (or otherwise) of the position and provide the Agency of the date of take up to duty of the postion by the candidate.
In such case the Contractor shall initiaie the preparation of the Contractor Take Up Duty (TUD) form which is to bel filled in by the Contractor using the applicable
[Organisatie 1]
form (as per 3.3.1.1 item 1) for what concerns the relevant fields and shall be issued by the Contractor to the Agency in advance of the TUD in order to allow the Agency to take the necessary steps to prepare for the arrival of the Contractor personnel.
R. 89 In the case the Agency decides to select a candidate whose experience and/or education does not meet
[Organisatie 1]
’s requirements for the position as defined in the RT, the following shall apply:

may decide to reduce the Annual Price in accordance to the actual experience and/or education of the candidate as per 3.1.4.2 above.

may consider that additional training in a specific technical field and identufy related training requirements, in which case the contractor shall ensure the timely execution of the necessary training in line with
[Organisatie 1]
requirements and at its own cost.
In case the selected candidate is not available in the time frame given on the application, the Agency reserves the right to withdraw the appointment.
